This is an issue I get many times.
A machine is brought in with the complaint that “it’s not turning on”, but when it is put on a bench, it starts up, but there are hard drive issues, and it not starting up.
Quick rule of thumb:
Not turning on – no power, no activity.
Not starting up – the screen lights up, but the system doesn’t load.
